I never shave my legs but do shave my balls, cock and butt. For some strange reason, a DRY shave works best for me (although soap, shaving gel, etc., might be more exhilarating). I tried an electric razor once and buzzed for days, and aftershave lotion another time and burned like hell for 2 days. Ouch.
